In China, the government’s investment in health care and social medical insurance is  significant and increasing year by year. Due to the uneven serious distribution of China’s  medical resources, the government wants to guide patients to seek medical treatment through  the implementation of differentiated reimbursement ratio of social medical insurance for  health institutions at different levels, sink medical resources to the primary level, and form a  hierarchical diagnosis and treatment system, and this is the so-called tiered healthcare policy.  However, some studies have shown that the function of price leverage is not entirely played,  and China’s hierarchical diagnosis and treatment system has not been formed.
